Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of a Scanning Mobility Particle Sizer System (SMPS), Model 3936L10, meeting the following specifications: 1) Particle diameter range: 0.01 to 1.0 micrometers; 2) Particle concentration: 1 to 1e7 part/cc; 3) Number of channels: greater than 140; 4) Display resolution: 4 to 64 channels per decade user selectable; 5) Operating pressure: 0.8 to 1.2 atm; 6) Power requirements: 115VAC; 7) Operating software that provides automated sampling and data analysis. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with TSI, Inc. St Paul, MN 55164, as the manufacturer of this complete differential mobility analysis system meeting the above specifications and requirements. The government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
