- Description
- The National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Tekran Inc. for the following: 1) Tekran Model 2537A -- mercury vapor analyzer. This unique analyzer is capable of measuring elemental mercury vapor concentrations down to 0.1 ng/m to the third power. 2) Tekran Model 1130 -- mercury speciation unit. 3) Tekran Model 1135 -- particulate mercury unit. 4) Tekran Model 2505 -- mercury calibration unit. The EPA sponsored study entitled =93Investigating the Transport and Transformation Mechanisms of Atmospheric Mercury in the Remote Central North Pacific Marine Free Troposphere=94, which this procurement is part of, requires high resolution determinations (~2 hours) of ambient elemental gas phase mercury, reactive gas phase mercury, and particulate phase mercury. Critical specifications as follows: 1) Elemental Gas Phase Mercury Detection Limit (5 min sample) less than 0.20 ng m to the minus third power. 2) Reactive Gas Phase Mercury Detection Limit (2 hr sample) ~ 2 pg m to the minus third power. 3) Particulate Phase Mercury Detection Limit (2 hr sample) ~ 2 pg m to the minus third power. 4) Utilize Cold Vapor Atomic Fluorescence Spectroscopy. 5) Incorporate analytical grade lamp with optical feedback loop. 6) Incorporate internal calibration device & injection port for external calibration/validation. 7) Microprocessor controlled so sampling parameters can be programmed and saved. 8) Incorporate RS232 serial port for data logging. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (below 100K). This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
