- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation No. 01SQ1U0026 is issued as a Request for Quotes (RFQ) and incorporated provisions and clauses in effect through Federal Acquisition Circular 97-27. The size standard is $5. million and the North American industry classification code is 541620. The U.S. Bureau of Reclamation (Reclamation) is seeking to determine and verify that current operating procedures for the Chandler Fish Screens meet National Marine Fisheries Service criteria under low canal flow conditions. The Chandler Fish Screen facility is located in the Chandler Canal on the Yakima River near Prosser, WA. Due to drought conditions in 2001, and the lower than usual diversion into the Chandler Canal (Yakima River, Prosser, WA) concerns have arisen regarding the degree to which the Chandler Canal Fish Protection Facility meets National Marine Fisheries Service (NMFS) [screen] criteria at these lower diversion flows. The fish protection facility was designed to operate when the canal was at or near full capacity (1,300 to 1,500 cfs). However, when diversions are less than 1,200 cfs numerous adjustments are necessary to the screens, porosity boards, up-well gates, bypasses, and the old screen site in order for the facility to function at a level that is considered effective. These procedures have not been evaluated to determine if the facility meets NMFS and Washaington Department of Fish and Wildlife (WDFW) fish passage criteria. Additionally, diversions into the Chandler Canal could be reduced up to 700 cfs if the proposed Lower Yakima River Pump Exchange is implemented. Reclamation seeks a review of facility operations, and development of recommendations to ensure that the facility meets NMFS and WDFW fish passage criteria under low canal flow conditions. The work would involve close coordination with Reclamation. Reclamation requires that the Contractor be available during early summer to fall 2001 to make physical measurements at times when the canal flows are at appropriate levels. The work shall be completed by March, 2002 and the field work shall be completed by December, 2001. The contractor shall be required to share ideas and techniques with Reclamation. A letter report shall be required upon completion of the work. The engineering/biological assessment should include at least: 1) study of the rotary drum and secondary belt screens at flows ranging from 300 to 1,200 cfs; 2) an evaluation of the fish bypass system at the above mentioned flows (including wheather the low flow weir gate position could harm fish); 3) an evaluation of the fish bypass down wells and bypass outfall at the Yakima River; 4) review of the fish entrainment data provided and analyze with respect to canal flow, operatitons, and fish survival, and 5) recommendations to eliminate or reduce standing pools of water after the canal is drained for periodic maintenance. This informatiion will then be used by the Contractor to review operating procedures, identify problems and recommend improvements to the current operating procedures or to recommend facility modifications to ensure that these facilities operate within NMFS and WDFW's fish passage criteria. Proposed methods would include use of "sensor fish" or similar technology to measure potential pressures on fish passing through the bypass structure, measurement of approach and sweep velocities in front of the screens, measurement or calculation of bypass velocities and calculation or measurement of screen submergence. Where possible, the methods/techniques that the Contractor uses shall be shared with Reclamation for Reclamation's use for future screen evaluations. Contractor must provide equipment required to conduct the evaluation.
