- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC plans to purchase a Raman Spectrometer for use in the NASA/Ames Nanotechnology Group. The spectrometer is to be used for nanotube characterization and fabrication of carbon nanotubes and devices, as well as other applications relating to NASA missions. The system specifications have the following minimum requirements: I. The integrated microscope standard and/or upgrade options must include the following: (a) Hardcoupled (nonfiber optic coupled) microscope/Raman spectrometry system suitable for both transmitted light and reflected light microscopy and confocal Raman Spectroscopy. (b) Direct sample viewing with reflected white light or transmitted white light source. (c) Option for dark field objectives, and polarization control optics. (d) Option for fluorescence excitation and imaging. (e) Options for a light tight microscope enclosure. II. The spectrometer specifications must include the following standard features: (a) Rotating 360 degree grating stage that allows for Raman spectral measurements with +1 or -1 grating spectral order. (b) High precision grating stage capable of synchronous stage movement and CCD clocking for extended spectral scanning without the need to step and stitch spectra. (c) High precision grating stage with demonstrable precision of 0.05 cm-1 (wavelength and grating dependent). (d) High quality imaging optics to allow confocal Raman spectroscopy without the use of a pinhole and pinhole optics. (e) Software selectable instrument response correction for grating and global Raman imaging. (f) Rayleigh filters suitable for simultaneous Stokes and anti-Stokes Raman measurement. (g) Raman detector (CCD) cooled to -70 degrees C., maximum dark charge rate less than 0.05 electrons per pixel per second. The CCD must have high uniformity response to global imaging and low pixel defect counts. (h) User adjustable Rayleigh filter for selectable Rayleigh cutoff frequency. (i) User adjustable spectrometer optics for focus control/optimization. (j) User changeable Rayleigh filters and external laser sources. (k) The spectrometer must allow a single monochromatic spectral resolution with a CCD of better than 1 cm-1 from 450 nm to 1050 nm. (l) The spectrometer must allow computer controlled wavelength switching for 3 or more lasers, a computer controlled laser beam expander, and computer controlled neutral density laser filter wheel. III. The availability of the following spectrometer options will be considered in the evaluation of technical acceptability: (a) Upgrade option to a Deep depletion CCD. (b) Upgrade option to a UV enhanced CCD. (c) Upgrade option to a static line illumination at the sample. (d) Upgrade option to user changeable kinematic lenses. (e) Upgrade option to user changeable kinematic gratings. (f) Upgrade option for computer selectable dual back-to-back mounted gratings. (g) Upgrade option to user changeable kinematic Rayleigh filter and polarizer-analyzer optics. (h) Upgrade option for Raman polarization scrambler. (i) Upgrade option for 90 degree and circular laser polarization control. (j) Upgrade option for computer controlled and computer selectable global Raman imaging using dielectric filters with >70% efficiency. (k) Upgrade option for Raman measurements to within 5 cm-1 of the Rayleigh line. (l) Upgrade option for four computer selectable lasers and laser Rayleigh filters. (m) Upgrade option for dual UV and visible-NIR excitation to 230 nm. (n) Upgrade option for computer controlled 5X laser beam expander. (o) Upgrade option for user adjustable 10 mm pinhole laser spatial filter. (p) Upgrade option for 90 degree macro/micro sampling. (q) Upgrade option for simultaneous spectrometer and motorized XYZ mapping stage control. (r) Upgrade option for simultaneous spectrometer and hot-cold cell control. IV. Other miscellaneous specifications: (a) Due to laboratory space limitations, the spectrometer must fit into a 4 X 6 foot space. (b) If the system employs an upright microscope, it must be capable of undergoing reconfiguration (at some later time) to a hardcoupled inverted microscope (Olympus, Zeiss or Leica). Cost of this reconfiguration, including microscope modifications, must be included with quote. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 334516 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to ARC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the item described above are due by 12:30 P.M. July 24, 2001 and may be mailed or faxed to NASA Ames Research Center, Acquisition Branch for Aeronautics, M/S 227-4, Moffett Field, CA 94035-1000, Attn: Marianne Shelley, FAX 650-604-4357; and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.233-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-33. Selection and award will be in accordance with FAR 52.212-2 with the following evaluation factors: 1.)Technical Acceptability; 2.) Delivery; 3.) Past Performance; 4.) Cost. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirements. These requirements include: 1.) Ease of use, maintenance, and support; and 2.) Quoters must provide two (2) references of previous orders for the item quoted. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote. Prospective quoters shall notify this office of their intent to submit a quotation.
