Description
The Department of Health and Human Services (HHS), Program Support Center, intends to award a 12-month, sole source, simplified acquisition to MicroMass Communications, Inc. Micromass is the only company that possesses the unique capability to implement Phase III of the Office on Women's Health For Your Heart website. The objectives for Phase III are to maintain and enhance the Phase I and Phase II content of this interactive, personalized educational site targeted to women and heart disease. Phase I content is defined as the content database delivered under the original contract (#98T89029401D) dated September 30,1998. Phase II content is defined as the content database delivered on September 28,1999 (#99T9933401D). During Phase III, the Contractor shall provide the following enhancements: 1) establish a maintenance agreement for the For Your Heart website; 2) add tailoring for race and ethnicity to all existing content; 3) add a link to the National Stroke Association's (NSA) website; 4) add a link to the Stroke Risk Calculator developed by the NSA; and 5) add stroke-related resource links to the resources section. Since 1977, MicroMass Communications, Inc. has been the exclusive Intergrated Communications Systems Developer working with the American Heart Association (AHA) to build comprehensive, multi-media integrated communications programming for cardiovascular and stroke disease management. HHS has an agreement with the AHA that allows for the limited use of AHA content on the For Your Heart website. HHS uses AHA cardiovascular and stroke disease management knowledge via MicroMass' proprietary software to deliver lifestyle and disease management programs tailored to an individuals unique profile. MicroMass is the only vendor approved by the AHA to deliver this information in this unique way. This is not a request for competitive proposals. Award will be made using simplified acquisition procedures in accordance with FAR 13.106-4(b). No solicitation is available for this requirement. Interested concerns may submit a capability statement within 15 days after the publication date of this notice. All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government.
