BASIC QUALIFICATIONS Testing Specialist Education Services TEST SPECIALIST. These personnel shall have the following minimum qualifications: 1. A Bachelors degree from a regionally accredited college or university or an approved waiver IAW DANTES directive. 2. To be fully qualified to administer the exams, the test specialist/examiner must take the DANTES Testing Exam prior to offer of contract. The exam is open book and is self-paced and administered at the Education Center by DANTES Examination for Testing Personnel. Upon completion of the DANTES testing exam, it is forward to AETC for scoring and put on file. A score of 90 percent or better is considered passing. The ESO/ESS will notify and verify the exam is passed/failed. 3. Training in or a good working knowledge of but not limited to computer hardware such as personal computer, laser printer, scanner and software programs such as MS Office 2000 Programs, Air Force Automated Education Management System (AFAEMS). 4. Minimum of two years of test specialist/test examiner experience is required. 5. Experience in administering standardized exams, vocational inventory questionnaires, through knowledge of examination manuals, and administering computer generated exams. 6. Must have adequate vision for reading instructions/fine print, and a clear-understanding speaking voice for giving test instructions. 7. Must have the ability to deal effectively with examinees (using tack and diplomacy). 8. Experience in maintaining administrative files, preparing correspondence, and knowledge of office procedures. 9. Must be able to bend/stoop and carry light objects (books, etc). 10. Ability to work flexible on-call hours with minimum 24-hour notice. 11. The testing specialist must not be a candidate for any of the tests he or she will administer, such tests as SAT, ACT, GRE, GMAT, NET, LSAT, CLEP, and DANTES Subject Exams. This individual must wait six months after being relieved as a testing specialist to take any of the above national exams. The Education Services Officer (ESO) reserves the right to cancel the contract if provisions of governing directives are not filled. Due to the nature/type of exams and administrative requirements, subcontracting is not permitted. STATEMENT OF WORK Testing Specialist Education Services 1. CALL FOR SERVICES: The Testing Specialist, also stated within as the ?contractor?, will be on an on-call basis (24-hour notice). Payment will be based on ?unit of work? which is the administration and supervision of a minimum of five (5) to a maximum of fifteen (15) tests. Individual units will be the call of the Chief, Education Services, or his/her representative, on the basis of appointments for testing. Also, testing sessions may be cancelled by phone with a 24-hour notice, if session does not have at least five (5) examinees scheduled. 2. GUIDELINES: Provisions of AFI 36-2306, The Education Services Program, and the DANTES Examination Program Handbook apply. 3. ACCESS TO TESTS: Contractor is authorized access to Defense Activity for Non-Traditional Examinations Services (DANTES) examinations and to the security container for those examinations in the performance of contract requirements. 4. ACCESS TO COMPUTER AND LOCAL AREA NETWORK (LAN): Contractor is authorized access and utilization of all automation equipment and systems necessary in the performance of contract requirements. 5. TYPES OF TESTS ADMINISTERED: The Contractor shall administer to military and civilian personnel authorized to use the testing facility a wide variety of education and military tests including but not limited to the following: a. Test Adult Basic Education (TABE) b. ACT Assessment Examinations (ACT) c. Scholastic Aptitude Test (SAT) d. The American College Testing Proficiency Exam (ACT/PEP) e. Strong Interest Inventory f. Placement Tests g. College Level Examinations (CLEP) h. DANTES Subject Standardized Tests (DSSTs) i. Excelsior College Examinations j. Graduate Record Examination (GRE) Subject k. Distance Learning exams from civilian university and city/state civil service exams for military & dependents. l. ACT Career Planning Interest/Aptitude Tests m. High School General Education Development Test n. Praxis Series Examinations o. Certification Examinations p. Diagnostic Examinations q. AFIADL Tests (PME exams) r. Make-up tests in conjunction with civilian institutional programs when it has been established that the officer or airman could not be present for normal, in-class testing because of duty conflict or health reasons. s. Any test required by the Air Force if not administered through the local military test control officer. t. Tests requested to be administered by eligible personnel, such as correspondence courses and qualification/certification tests. 6. TEST SPECIALIST SERVICES. The following tasks are elements of performance in the non-personal services contract for Testing Specialist. a. Test Administration and Scoring The contractor shall administer and score, or mail for scoring as appropriate in accordance with DANTES Examination Program Handbook (DEPH), AFI 36-2306, and Government SOPs. b. Ordering Examinations. The contractor shall order tests and retests as directed by the Government and IAW DANTES Examination Program Handbook and AFI 36-2306. Also, exams must be ordered to replace low inventory so as to ensure exams are on-hand as scheduled. c. Test Security, Inventory, and Control. Security of the tests is the contractor's highest priority. The contractor shall ensure all education examinations are secured, controlled, and inventoried IAW procedures outlined in the regulations and directives listed in the DEPH. The Testing Specialist shall inventory all controlled tests weekly, at a minimum, and conduct a joint inventory with the TCO/ATCO quarterly or as directed. Contractor shall provide to the TCO/ATCO a current weekly inventory of DANTES tests. Contractor shall provide to DANTES a current quarterly inventory of DANTES tests on Government-provided forms. Weekly inventory shall be dated and signed by the Test Examiner. Quarterly inventory will be signed by the TCO or Alternate TCO and mailed to DANTES by the TCO. d. Automation Requirements. Contractor shall utilize and maintain the government automation program, Air Force Automation Education Management System (AFAEMS) to report, record, and inventory data and test scores. Contractor shall utilize and maintain the DANTES and or Test Control Officer approved inventory automation system. e. Report Usage Data. The Contractor shall report to the Government monthly and quarterly by the first working day of the next month the test usage on a format provided by the Test Control Officer. f. As Education Services Center regulations, requirements, and policies change, the tasks required of this position will also change. Requirements for any changes in functions or tasks will be similar in nature and scope to those listed in the preceding paragraphs of this section and will be defined and detailed by the Government. PERFORMANCE WORK STATEMENTS Testing Specialist Education Services 1. Takes daily closing inventories of all testing materials stored in the safe, recording times on Security Container Check Record and initialing Test Inventory Log. 2. Administers tests: a. Excelsior Examinations. Prepares requests for special exams and notified individuals of arrival of exams. Administers and times examinations in accordance with instructions. Ensures answer sheets are accurately completed upon completion, annotates testing logs and prepares each answer sheet and exam for remittal. Annotates test on the education record. b. College Level Examination Proficiency (CLEP) Subject Examinations. Administers and times examinations in accordance with instructions. Ensures answer sheets are accurately completed upon completion, annotates testing logs and prepares each answer sheet and exam for remittal. Annotates test on the education record. c. CLEP General Examinations. Administers and times examinations in accordance with instructions. Ensures answer sheets are accurately completed upon completion, annotates testing logs and prepares each answer sheet and exam for remittal. Annotates test on the education record. d. Subject Standardized Tests (DSSTs). Administers and times examinations in accordance with instructions. Ensures answer sheets are accurately completed upon completion, annotates testing logs and prepares each answer sheet and exam for remittal. Annotates test on the education record. e. AFIADL/ECI. Administer closed-book examinations and remits to AFIADL. Changes the Test Control Office (TCO) zip code and address in an ECI Form 17 when required and forwards AFIADL/ECI exams under AF Form 330. f. Specialized Military Tests. Administers and returns examinations per instructions from OPR. g. Graduate Record Exam (GRE), General Management Admission Test (GMAT), Scholastic Aptitude Test (SAT), and American College Test (ACT). Collects fees, administers and prepares examinations and other registration forms for remittal. h. Comprehensive Examinations. Administers comprehensive examinations of supporting institutions with guidance furnished by the universities. Prepares forms for remittal. i. Mid-term and Final Examinations. Administers tests for Distance Learning and other college/universities/schools when necessary. j. Administers AFIADL/ECI PME (SNCOA/SOS/ACSC/AWC) exams. Some PME exams require the knowledge/ability to use (operate) a CD-ROM computer in order to administer tests. 3. Follows general procedures: a. Checks for proper identification of each examinee during each testing session. b. Makes page-by-page check of test booklet at both the beginning and ending of testing session. c. Ensures that each applicant signs in the appropriate testing log (DD Form 1572) prior to being administered a test. d. Prepares application form for testing materials, both permanent stock and individual orders for specific members, for TCO signature. e. Upon receipt of ordered tests, contractor and TCO together, opens and performs a joint inventory check of materials ensuring the test materials ordered are present. f. Ensures that the answer sheets are filled in accurately and completely by the examinee. Prepares each answer sheet for TCO?s signature prior to sending out for scoring. Enters on the electronic version of the student?s education record the test the examinee is taking. g. Prepares Document Receipt Form (DD Form 815) with each mailing for TCO signature. Ensures all answer sheets are forward via Certified Mail in double envelopes. h. Prepares weekly and monthly AFIADL/ECI inventory. Inventories are maintained on the computer. Sends notification letters upon receipt of tests and testing status changes are updated for every testing unit. Prepares AFIADL/ECI materials for remittal to other authorized facilities in double envelopes. i. Prepares quarterly report on all testing activities. j. Scans interest inventories and Defense Activity for Non-Traditional Education Support (DANTES) answer sheets. 4. Computer Requirements: a. Enters all AFIADL/ECI courses in all computers and records all activity until the test is destroyed. This includes testing, extensions, transfer, etc. b. Prepares weekly and monthly AFIADL/ECI computer reports and verifies data against inventory of exams in safe. c. Maintains and updates DANTES listing of all tests in safe. Verifies computer report and inventory of safe to identify discrepancies. d. Reviews testing schedule and verify tests requested are available. Exam schedule is always set up one month in advance of current month. Reschedule exams if not available on specific date. 5. Reports: a. Computer reports are required daily, weekly or monthly. b. DANTES quarterly report due at end of quarter. c. Annual DANTES reports due by 31 December. 6.The period of performance is one basic year and four option years as follows:Basic year CLIN 0001, 1 October 2001 thru 30 September 2002,Option years: CLIN 0002 1 October 2002 thru 30 September 2003, CLIN 0003 1 October 2003 thru 30 September 2004, CLIN 0004, 1 October 2004 thru 30 September 2005,1 October 2005 thru 30 September 2006. Bids shall be forwarded on all clin's, basic year and options years.
