- See Notes 22, The Naval Inventory Control Point Philadelphia will solicit a proposal for logistics support of Naval unique spares and repair of repairables for support of the H-60 Seahawk weapons system (excluding engine, support equipment, FLIR and DLA managed material) from the Maritime Helicopter Support Company (MHSCo). The Navy helicopters supported by this program are the SH-60B, SH-60F, and HH60-H. The program also includes support of the Coast Guard (HH-60J) and all Navy Foreign Military Sales (FMS) customers: Australia, Greece, Spain, Thailand and Taiwan. Logistic support for the Navy H-60 includes, but is not limited to material support, inventory management (including shipping, packaging, handling, and transportation), reliability improvements, engineering support, obsolescence management and technology insertion. Various government approved operational and repair sites will be supported by this effort. The level of work at DOD repair depots will be maintained in accordance with Title 10 regulations and will not be less than current levels. Any required notifications will be made prior to award. The solicitation requires the establishment of separate agreements/partnership for the support of DOD repair depots and to ensure compliance with Title 10 regulations. Current government approved sources of supply for spares and the repair of repairables will be used for this effort. Alternate sources may not be used unless written authorization is granted by the PCO. The Prime Aircraft Manufacturer is exempt from this requirement and must use existing procedures for this process. Performance will commence on XXXX and continue for five years with five additional one-year options to extend the contract for a total performance period of ten years. This requirement will be negotiated with MHSCo (1QPG2) on a sole source basis. MHSCo is the only source possessing the full range of technical data, some of which is proprietary, and other capabilities necessary to perform this effort. MHSCo is a joint venture between Lockheed Martin Systems Integration (03640), Owego, NY and Sikorsky Aircraft CO (78286), Statford, CT. Performance of the avionics will be guaranteed through LHM, Owego (the original H-60 integrator) and performance of the airframe will be guaranteed through Sikorsky, Stratford (the original equipment manufacturer for the H-60 airframe). Further, MHSCo is considered the only source capable of providing the whole range of integrated program support that is required.
