Description

Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12-6,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1(and a 100% small business set-aside). This RFQ has the following line item: Federal Job Kits software, 1 Lot, to be shipped to various AF libraries. Delivery is required within 30 days after award, FOB destination, net 30 payment terms. The following clauses and provisions apply: FAR 52.212-1 and 52.212-2(a). Clause 52.212-4 shall be included with any offer. WPAFB intends to award to: Datatech Software, Inc. 4800 Linglestown Road, Suite 201 Harrisburg, PA 17112 Authority: 10 USC 2304(c)(1), Justification: Supplies (or services) required are available from only one source, and no other type of supplies or services will satisfy agency requirements. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
