Description

The Naval Sea Systems Command anticipates awarding a sole source facilities use contract to the Applied Research Laboratories / The University of Texas at Austin, (ARL:UT) Austin, TX for the use and accountability of Government-furnished property (GFP). This GFP is provided to the Applied Research Laboratories / The University of Texas at Austin for use in the execution of basic and applied research and development contracts. The Navy requires that the essential capabilities established at ARL:UT be maintained, as authorized by 10 U.S.C. 2304(c)(3). These capabilities are not currently available elsewhere in their entirety and could not be duplicated without substantial investment over a period of years. These capabilities consist of diverse technical and programmatic staff skills, management skills, extensive experience with Navy programs, extensive corporate memory, ARL:UT's access to the University's pool of experts, broad industry interactions, and many supporting facilities. The loss of the essential capabilities currently maintained at ARL:UT, including its corporate memory, could seriously jeopardize the source of some of the Navy's most critical technologies. It is the breadth of ARL:UT's capabilities that is of particular importance to the Navy. This contract will set forth the provisions for the use and accountability of facilities furnished and/or acquired under Government prime contracts with ARL:UT.
