- Description
- USAID intends to modify without competition Land O'Lakes contract No. 165-C-00-98-00100-00 to add additional services at an estimated value of $250,000, under authority of USAID Acquisition Regulations (AIDAR) 706.302-70(a)(2) and (b)(5). The additional services will allow the incumbent contractor to implement the Sheep Cheese Marketing Initiative to improve ethnic relations under the current Macedonian Agribusiness Marketing Activity. The additional services will include: a) identifying the ethnically-mixed associations in crisis-affected areas, which would benefit from this assistance; b) conducting seminars with each association in the process of standardization of the member's product; c) advising associations on quality standards that will be required to be met by members who wish to use the association's branded label as part of the marketing strategy; d) monitoring product quality throughout the production season by Land O'Lakes field personnel; e) providing assistance in establishing the associations' sensory evaluation committee consisted of representatives of each association; f) assisting the associations' sensory evaluation committee in establishing the contacts with the Ministry of Economy's Industrial Property Protection Office; g) conducting a market study on lamb; and, h) bringing together representatives from each of the associations via the Regional Associations for a policy forum. It is critical to reach the more economically impoverished rural areas and provide employment and economic stability to the ethnically-mixed population in Macedonia. Expanding the development of ethnically-diverse sheep-breeder associations at both the regional and local levels is seen as one effective community means for restoring stability in the rural areas affected by the conflict. Given the weak state of civil society in Macedonia, there are few, if any, community-level organizations that can help address and rebuild the affected rural areas. See Numbered Note 22.*****
