- Description
- It is the intent of the Specialized Information Services (SIS), National Library of Medicine (NLM) to negotiate on a sole source basis with the Thomas G. West, Washington, DC, for the Plan for Toxicology, Chemical and Environmental Health Information Visualization and Related Consulting Services. Specifically, the vendor will (1) develop plan for information visualization, and (2) provide consulting services for information visualization and special populations. The vendor will also review previous NLM long range plans and planning conferences and will meet with NLM staff and representatives of other governmental and non-governmental organizations to develop the plan. The contractor will also during the implementation phase provide seminars on visualization for SIS and NLM staff, investigate the best means of addressing certain special populations, report on visualization and computer graphics conferences and coordinate with other contractors developing visualization prototypes. Mr. West has over 25 years of extensive experience and an international reputation in the area of computer information visualization. For the last five years, he has been a regular columnist on visualization issues for ACM SIGGRAPH Computer Graphics, a publication of the international professional society for computer graphics artists and technologists. He has organized and participated in numerous seminars on visualization for business leaders and media innovators. He also appears regularly on television news programs for his expertise. Previously, Mr. West has developed and implement program plans and computer information systems for several federal agencies. Mr. West organized the Research Agenda Conference on Visualization for the National Library of Medicine. Previously, he provided a series of seminars on visualization for NLM staff. This requirement will be procured under FAR Part 13 (Simplified Acquisitions Procedures) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide software as specified above. Responses should demonstrate the firm's ability to meet the government's requirements.
