Description

NASA/LaRC plans to issue a Request for Quotation (RFQ) for the purchase of a Right Gear/Left Gear/Nose Gear. for a Boeing 727 aircraft. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Bell Aviation Supply, Ltd. as the only known source who can meet agency requirements. NASA Langley Research Center is conducting research in the development of technology for Aircraft Vehicle Health Management. Some of the technologies being developed will be validated at NASA Langley for aircraft landing gear, including advanced health management sensors, and diagnostics and prognostics model development and validation. In order to be valid for research purposes, the landing gear must be complete with all structural, hydraulic, electrical, anti-skid, wheel and brake components. Documentation from in-service records showing life cycle by part number must be available. The proposed landing gear to be acquired from Bell Aviation Supply Ltd. is the only known landing gear that can meet these unique requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
