Description
The USDA, Agricultural Research Service, Application Technology Research Unit, Wooster, OH has a requirement for a 80 Horsepower, Diesel Tractor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-3002 being issued as a Request for Proposal. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is issued pursuant to full and open competition. NAICS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following: Offerors shall submit Descriptive Literature describing their plot combine in enough detail to ascertain the tractor meets the criteria listed below. Tractor, 80 Horsepower, diesel with low clearance spray cab; Two wheel drive; Rear tire spacing: outside tire to outside tire under 79" using 16.9-24 tires; Front tire spacing: outside tire to outside tire under 79" using 11L-15 tires, Height: Under 100"; Transmission: Either: 16 forward, 16 reverse, left hand power reverse or 24 forward, 24 reverse, left hand power reverse; Dual 540/1000 rpm; PTO horsepower 80; Wet clutch (oil-cooler); Brakes: hydraulic; Steering: hydrostatic; Flanged Axel, eight position steel wheels; Hydraulics, closed center: main pump capacity greater than 25 g.p.m., minimum flow for remote greater than 25 g.p.m.; Hydraulic motor return kit; four selective control values, deluxe three position detents; three point hitch sway controllers, category two; tool box; base weights; front weights provided to maximum capacity; spray ready filters; pressure indicator for cab; air conditioner for cab; instructional seat; super comfort seat; rollover protection; lighting package; field office case; power strip; rubber floormat, block heater; sun visor; and telescopic mirrors, John Deere Model 6310S or equal. Offerors must include a commercial warranty for the tractor. These FAR clauses may be viewed at http://www.ARNet.gov/far/ . Proposals will be evaluated on price and proof of meeting the salient characteristics listed above. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the proposal offering the lowest realistic price nor the highest technically. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Payment will be made 30 calendar days after receipt of the tractor. Tractor will be shipped FOB Destination to: USDA-ARS-MWA, 1608 Madison Avenue, Wooster, OH 44691. Price must include any freight and shipping. Desired delivery of the tractor is 90 days for award of purchase order. Offers must include a 90 calendar day acceptance period.
