Description
Purchase of High Frequency (HF) Modems for SPAWARSYSCEN Charleston. The HF modem is required to modulate/demodulate signals and is a data modem that converts a digital bit stream at various data rates up to and including 19.2K BPS (must be capable of speeds up to 19.2 KBPS but certified to 9.6 KBPS) to/from analog modulated signals to be provided as input/out of various Navy HF transmitter and receiver systems. Two HF modems identical to the final configuration to be procured are to be provided to the Government at no cost for Battle Force E-mail 66 (BFEM66) operational performance and interoperability testing to be conducted by the Government. One hundred percent (100%) waveform compliance and system performance is required, and the performance is required to be certified to MIL-STD-110B waveform. Non-destructive operational testing will be performed in accordance with various military specifications that will be provided upon issuance of the proposed Request for Proposal. The units will be returned to the contractor upon completion of testing and evaluation. The Government cannot guarantee the units will be returned in operational condition, and shall not be held liable and/or responsible for the repairs of any failed units. Any unit that fails during testing shall be replaced at the contractor's expense. Failure to replace a failed unit within 3 business days may result in the termination of testing and rejection of that product. Testing and evaluation is expected to take 30 business days after receipt of the modems. Period of performance -- one (1) year with option provisions to extend the term of contract for four (4) additional one-year periods. Contract to be an Indefinite Delivery, Indefinite Quantity, Fixed Price type contract. The North American Industry Classification System (NAICS) Code is 33429 and the applicable size standard is 750 employees. Subject procurement will be unrestricted with award to be via full-and-open competitive proposals. The anticipated award date of the subject contract is scheduled for 30 SEP 2001.
