- Naval Research Laboratory intends to award to Johnson Controls, Inc., on other than full and open competition, for the purchase of services to provide all labor, material, and equipment to provide add-on equipment to the existing access control system, and to provide a new system which includes all control readers and upgrade to the master control system. Sole source is based on existing equipment being proprietary to Johnson Controls, Inc. See note(s) 22.
