- Description
- The Centers for Disease Control and Prevention (CDC) intends to solicit a quotation for the acquisition of a knowledge based commercial software product to complement the self-service functions of PeopleSoft's Human Resources Management System (HRMS). As part of the Enterprise Human Resources and Payroll Project (EHRP) mandated by the Department of Health and Human Services (HHS), PeopleSoft HRMS is fully web based and provides self service features to managers and employees relative to employee benefits and human resources issues. Complete PeopleSoft implementation would allow the following web-based actions 24 hours a day/7 days a week: 1) managers to submit job requisitions, review personnel data and/or generate reports; 2) employees to query and/or update personal data and employee benefits. As a result, the commercial-off-the-shelf software (COTS) must provide content in the areas of medical, dental and life insurance, annual enrollment, annual, sick, military and Family Medical Leave Act (FMLA) as well as provide content related to life events such as marriage, divorce, birth of a child, etc. It must also be capable of full integration with PeopleSoft HRMS and must require no special programming; therefore, COTS vendor must be an exclusive PeopleSoft partner. The product must provide a tool for maintaining and updating the knowledge base content with minimal effort, time and training. Training for system administrators is required to facilitate use by approximately 9,000 CDC employees after rollout. The delivered product must posses the following features: 1) approximately 200 bridge variables for ease in linking to PeopleSoft HRMS; 2) over 22,000 text variables; 3) over 11,000 blocks of HR content. Product must be SQL compatible for use in Microsoft and Oracle environments. Simplified Acquisition Procedures will be utilized and an oral quotation will be solicited on or about 07/25/2001. Other than Full and Open Competition is authorized pursuant to 41 U.S.C 2253(C)(1). Qualified vendors have 14 days from date of this synopsis to submit capability statements delineating their ability to provide this product. Such qualifications will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. No solicitation exists.
