Description
Desc: Sources Sought and Notice of Meeting: Sources Sought -- The U.S. Army Corps of Engineers, Pittsburgh District, is seeking sources capable of providing services in support of emergency disaster operations. These services will include providing all labor, equipment, materials, and supervision necessary to conduct assessment needs, hauling, installing, operating, fueling, maintaining, servicing, relocating, recovering and preparing for long-term storage of Government Furnished Equipment (engine-generator sets, sizes 10KW up to 1MW) and associated fuel systems. It is anticipated that numerous contracts will be awarded for certain U.S. Army Corps of Engineers Divisions and their supported geographic areas, which will include states within the Continental United States and outside the Continental United States (Hawaii, Puerto Rico, and the Virgin Islands). Each contract will be established as a Firm Fixed Price combined Requirements and Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The base contract period will be for one year, with the requirements portion set at $100,000, with an option of increasing the capacity an additional amount up to $1,000,000 using IDIQ procedures. Four option periods will be included: each for a period of one year with the requirements portion set at $100,000 with an option of increasing the capacity an additional amount up to $1,000,000 using IDIQ procedures. The total duration of these contracts, including any options will not exceed 5 years. The contracts will be awarded on a Best Value basis using the Tradeoff Source Selection process. The Pittsburgh District, part of the Great Lakes & Ohio River Division will issue the solicitation. All firms are reminded that the successful firm (s) will be expected to place subcontracts to the maximum practicable extent with small and small disadvantaged firms in accordance with the provisions of Public Law 95-507 and, in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act, will be required to give preference to firms and individuals doing business primarily in a specific geographic location. If a large business is selected, an acceptable small business Subcontracting plan will be required prior to award. This is a Sources Sought synopsis, not a Request for Proposals (RFP). A draft solicitation titled (EMPOWRFP) will be available for viewing at the following ftp site: (ftp://ftp.lrp.usace.army.mil) by Monday July 16, 2001. Please review this draft solicitation and submit any questions to Mr. Ronald S. Mazzei at the address given below. No response will be provided for requests for a solicitation. Information any respondent submits as a result of this synopsis is strictly voluntary. This synopsis is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Respondents are requested to provide company literature and/or provide a capability summary not to exceed five (5) pages in length describing their relevant experience in providing this type of service. Please include a point of contact. All information submitted in response to this Sources Sought Synopsis shall be received no later than August 3, 2001. Notice of Meeting: The meeting is intended to make industry aware of our anticipated need for the emergency disaster support services identified in the above Sources Sought Synopsis, as well as to familiarize industry with the Scope of Work and the contracting methodology that will be used. The Meeting with Industry will be held on August 14, 2001 from 9:00am to noon at the United States Army Corps of Engineers office located in Room #2212 on the 22nd Floor of the William S. Moorhead Federal Building, 1000 Liberty Avenue, Pittsburgh, PA 15222.
