- Description
- Lease for an Aerial Bucket Truck. The requirement is for a base year plus three option years. The Minimum Specifications are as follows. These specifications describe the minimum salient characteristics for aerial bucket truck. The truck shall be delivered complete and ready for use. All parts not specifically mentioned, but required for completely operational bucket truck, shall be supplied and shall conform in design, strength, and quality of materials to the remainder of the unit. The truck shall be the latest production model of the manufacturer, not more than six years old and in good operating condition. The truck shall be equipped with the manufacturer's equipment and accessories that are included as standard in the advertised published literature for the unit and any equipment and accessories mentioned in these specifications. No such equipment or accessories shall be removed or omitted for the reason that it was not specified. Standard product items may be removed only where it is necessary to install other items in lieu thereof in order to comply with these specifications. MAXIMUM HEIGHT: The completely operational truck must be able to pass under a 12 foot, 5 inch high bridge without damage. OPERATION AS A UNIT: The lift device, aerial line-body, and truck and chassis shall be fully compatible and function as a single unit. LIFT DEVICE: The lift device on the truck shall have a minimum forty-one (41) foot working height. AERIAL TOWERS shall be articulated, have a horizontal reach of 25.5' and be certified to work on overhead lines up to 46,000 volts. OUTRIGGERS are not required as long as the unit has been tested for stability according to ANSI. LEVELING SYSTEM shall be provided by a master/slave cylinder system. PLATFORM shall be totally enclosed, 2 person, and shall have a minimum 400 pound capacity. The nominal dimensions shall be 24 inches by 30 inches by 42 inches deep. HYDRAULIC PUMP shall be a bi-directional pump system with a two-speed manual throttle control. TOOL OUTLETS for tools: one (1) outlet at the platform and one (1) outlet at pedestal shall be provided. The 41' truck shall have service body. MINIMUM ADDITIONAL EQUIPMENT shall be included with the aerial line body as follows: rear bumper reinforced for towing; pintle trailer hitch; full cab guard; rotating beacon (1) rear mud flap. TRUCK AND CHASSIS: for the bucket truck shall be six years or newer model and shall include the following items: 157 inch wheel base; front axle rated at a minimum of 8,100 pounds; rear axle rated at a minimum 17,850 pounds; steel disk-type wheels; minimum 190 HP, diesel engine; 6-speed manual transmission; minimum of 35-gallon fuel capacity; maintenance-free batteries; hydraulic brakes; parking brakes; mirrors; engine block heater. . The Contractor shall be responsible for making all repairs to the equipment. If the truck breaks down and the contractor can not repair it within two working days after notification by the Government the contractor shall provide the Government a substitute piece of like equipment. The Contractor shall perform all preventive maintenance on the aerial bucket truck other than the daily verification of fluid levels and air pressures. The Contractor shall perform all maintenance on Fort Lewis and provide a listing and schedule for all maintenance that will be performed. The maintenance shall include, but is not limited to, oil changes, tune ups, mechanical and electrical boom testing, lubricating, calibrations, and adjustments. Preventive maintenance shall be performed in accordance with the manufacturer's recommendations. When a truck is expected to be unusable for more than 24 hours due to required repairs, the Contractor at no additional cost to the Government, shall provide a suitable replacement. The Contractor shall provide a minimum of two Operating Instruction Manuals. The manuals shall include, as a minimum, all operating procedures, features of the bucket truck, normal maintenance procedures, safety procedures, and trouble shooting procedures. The contractor shall deliver and pick up the 41' bucket truck to building 2054, Fort Lewis, Washington. This requirement is 100% set aside for small businesses. The size standard for a small business concern including its affiliates is a maximum of $5 million, SIC 7359, NAICS 532490, Equipment Rental. Telephonic requests will not be accepted. All requests for the solicitation must be faxed to (253) 967-3844 or emailed to bensonc@lewis.army.mil, providing the business size, Dun & Bradstreet number, and CAGE code, if available. All faxed requests must include an email address. The solicitation issued will be available for download at the Fort Lewis Contracting Office Web site located at http://www.lewis.army.mil/doc on the opening date for bidding. The anticipated issue date of the solicitation is August 3, 2001.
