Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This requirement is being solicited on a sole-source basis from Rockwell Collins Inc., 400 Collins Rd., NE., Cedar Rapids, IA 52498 as this source manufactured the HF-9550 System, has modified/upgraded the system, has the knowledge/expertise and knows the form, fit and function of the System to the piece part level. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-01-Q-0254 is hereby issued as a request for quotation (RFQ). The proposed contract is NOT set-aside for small business concerns. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 as well as DCN 20001213. The North American Industry Classification System (NAICS) Code for this procurement is 541690 and the size standard is sales not to exceed $5.0 mil per year. This requirement is for the following: CLIN 0001 -- 1 LT consisting of Operator and Organizational (Level I) Maintenance Training for 10 students on the HF-9500 System in accordance with attached Statement of Work(SOW). SOW can be downloaded at www.crane.navymil/supply/announce.htm. Delivery is required F.o.B. Destination within 45 days after award. Selection for award will be based on past performance and price. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. Along with your offer, provide references from a minimum of three Government/State/Local Agencies in which you have provided same/similar services. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR).
