Description

The Government intends to negotiate a Firm-Fixed Price, Requirements type Contract for 'Bread Products' in accordance with FAR 13.5 "Test program for Certain Commercial Items" (Clinger-Cohen). The period of performance for the resulting purchase order will be for one year from time of award to include options for four (4) additional one-year periods. This procurement is being made using full and open competition. The North American Industry Classification System code is 311812, Bread & Bread type rolls made in commercial bakeries. The statement of work (SOW) and exact quantities shall be described in exact detail on individual delivery orders. Contract line items (CLINs) are as follows: 0001AA Bread, white enriched pan baked, sliced, round top (20-24 oz loaf); 0001AB Bread, part whole wheat, pan baked, sliced, round top (minimum 16 oz loaf); 0001AC Bread, rye, pan baked, sliced, round top, (minimum 16 oz loaf); 0001AD Hamburger rolls, enriched, soft, pan baked (minimum 12 per package); 0001AE Hotdog Rolls, enriched, soft pan baked (minimum 12 per package); 0001AF Kaiser rolls, plain, pan baked (minimum 12 per package). Solicitation shall be issued on or about 13 July 2001. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil. This office will no longer issue hard copy solicitations. The Government may decide to utilize reverse auction procedures for this procurement. This is a competitive, anonymous, on-line auction in which participants will submit a series of quotes/bids that descend in price during a specified period of time. The Government reserves the right to award on initial offers regardless of the outcome from the reverse auction. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
