See Note 1: Also, Please note that this requirement is subject to the availability of funds. The Defense Contract Audit Agency has a requirement for drug test monitoring. This requirement is being issued by Gov.Works under the franchise authority of the Department of the Interior (DOI) on behalf of the Defense Contract Audit Agency (DCAA) and in accordance with FAR 13.5, Test Program for Certain Commercial Items. The Defense Contract Audit Agency (DCAA) performs all necessary contract auditing for the Department of Defense (DoD) and provides accounting and financial advisory services to all DoD procurement and contract administration activities regarding the negotiation, administration, and settlement of contracts and subcontracts. DCAA also provides contract audit services to other government agencies on a reimbursable basis. The major organizational components of DCAA are: Headquarters, located at Ft. Belvoir, VA; five regional offices located in Smyrna, GA, Lowell, MA, Irving, TX, Philadelphia, PA, and La Mirada, CA; 93 field audit offices (FAOs) and approximately 286 suboffices. Many of these offices (Resident Offices) are located in Contractors' facilities. In addition, there are three field units co-located in Memphis, TN. Specific locations and addresses of DCAA offices may be found in the Directory of DCAA Offices at www.dcaa.mil under DCAA Publications. DCAA's total staffing is approximately 4,400. The Department of Defense requires each Defense Agency to randomly test fifty percent of personnel in Testing Designated Positions each fiscal year, which accounts for approximately 700 drug tests each year for DCAA. DCAA currently has a delivery order in place for nationwide collection of urine specimens, and a delivery order for testing and testimony services of those 700 specimens. Therefore, DCAA has a requirement for a Contractor to perform drug testing coordinator duties that involves preparing and maintaining data on employees subject to testing; coordinate the location and availability of employees to be tested; ensure the employee shows up at the test site and submits a specimen; and schedule shipment of the specimen kit for collection to the most appropriate location for the individuals geographical location; and prepares letters on negative tests and mails them to the appropriate address designated by the DCAA Program Office. Contractor employees will be required to meet all security and safety regulations pertinent to the work location and are designated as non-critical sensitive and will require at a minimum a favorable adjudicated National Agency Check with Inquires. Only United States citizens may be assigned work pursuant to this effort and proof of citizenship is required. Contractors should have expertise, knowledge, and experience with DCAA's human resource system and drug testing program. The period of performance for this effort shall be for a period of one base year with 4 option years beginning with the date of award. The Government intends to solicit and negotiate with Human Resources Consulting as a logical follow-on effort to a previously competed effort. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, the Government will consider all proposals received within 15 working days after the date of publication of this synopsis. Vendors must be able to qualify under the North American Industry Classification System (NAICS) code 514199 (All other Information Services), size standard $5 million. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
