Description

The U.S. Census Bureau intends to procure on an other than full and open competition basis from Northwestern University, under the authority of FAR 6.302-1, research services for the Survey of Income Participation and the Survey of Program Dynamics. No solicitation will be issued. The research services include but are not limited to: managing policy-related research projects for longitudinal surveys; providing technical support to researchers on file acquisition, data content and conceptual issues; ensuring that the projects are policy relevant on social and economic issues such as poverty, transfer program participation, health, and others; presenting the research findings via a conference to the Census Bureau; advertising for new research projects for longitudinal surveys, evaluating the proposals and making recommendations on the proposals to the Census Bureau. Interested firms having the ability to furnish these services of the above described requirement should submit their capability and product information to the above address to the attention of Beth Brooks within 45 days of this notice and reference. No contract will be awarded on the basis of information received in response to this notice but will be used to determine if a comparable source is available and more advantageous to the Government. If no written response is received, the contract will be awarded without further notice. No telephone requests will be honored. See Note 22.
