Description

Subject to final approval, The Federal Consulting Group (FCG), through Dept of Treasury, Bureau of the Public Debt, intends to acquire, on a sole-source basis, evaluating services from Joel Ettinger, Barbara H Davis, and David J McClaskey. FCG is providing support to the Veterans Health Administration (VHA) in its initiative to do a broad-based, agency-wide assessment of the VHA using the 2001 Baldrige National Quality Award Health Care Criteria for Performance Excellence. Using the Baldrige Category teams and the 2001 Baldrige Health Care Criteria, the VHA will complete a description of itself in Baldrige application format. The VHA had intended to submit this application for review and to obtain a feedback report through the President?s Quality Award (PQA). The Office of Personnel Management has suspended the program beyond the current program year leaving the VHA with no structured and credible approach to obtain the feedback assessment. To satisfy the VHA requirement, FCG proposes to assemble an Examiner Team that will include such talent and experience so as to match the institutional rigor and insightful feedback normally provided by a PQA Program assessment of a Baldrige National Quality Award program assessment. The evaluator requirements are (1) outstanding expertise and experience in and understanding of the Baldrige National Quality Program Criteria for Performance Excellence (at least six years); (2) extensive experience in the application of the Baldrige health care criteria (at least three years); (3) some recent experience and familiarity with the VHA organization and culture in its efforts to implement the Baldrige Criteria; (4) extensive experience with high performing health care organizations or Baldrige award winners. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for documentation will not be considered an affirmative response. If no affirmative written response is received by the close of business on July 20, 2001, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining this package through sole-source contract, a sole-source award will be made.
