Description

1 -- -- -Request for Proposals ("RFP") GS05P01GCD0003 for armed and unarmed uniformed security guard services (SIC 7381; NAICS 561612) at contract-specified Risk Level 4 Federal facilities located in the Loop area of downtown Chicago, IL is hereby CANCELLED in full. The cancelled solicitation was a greatest/best-value solicitation; in general, it placed more value on offerors reasonably meeting or exceeding the RFP's technical evaluation criteria, than on price. 2 -- -- -The affected work requirement continues and will be reannounced in the CBD as Invitation for Bids ("IFB") GS05P01GCD0007 later this week. The resulting resolicitation will be issued as an IFB before the end of July, 2001, using Word-for-Windows files and/or PDF files posted on the internet at http://www.fedbizopps.gov . Bids will probably be due in mid-August, 2001. 3 -- -- -An IFB is a type of solicitation where price is the only evaluation factor in selecting among timely sealed bids received from responsive and responsible offerors. No premium is placed on exceeding the technical requirements of an IFB. No narrative proposal is required, however, a price proposal and certifications and representations are required. This reduction in evaluation factors for award and simplification in proposal and evaluation procedures will result in more competition, reduced prices and an expedited award, more in keeping with the current budgetary and time constraints facing this office. The resolicitation will be a national level 8(a) set-aside, open only to small, disadvantaged businesses certified by the U.S. Small Business Administration's ("SBA") 8(a) program, and associated 8(a) joint ventures that are regulation compliant (consult your local SBA officials if you have questions about your 8(a) status). 4 -- -- -The resolicitation (GS05P01GCD0007) will have essentially the same Statement of Work as the cancelled solicitation (GS05P01GCD0003), however, Uniform Contract Format ("UCF") solicitation Sections A, I, L and M will all have significant changes, and one or two other IFB Sections may have less significant changes, from the cancelled RFP. The cancelled solicitation was posted on the internet at http://www.fedbizopps.gov and http://www.eps.gov . 5 -- -- -In conclusion, RFP GS05P01GCD0003 is CANCELLED in full. Offerors will each receive individual written notification of this cancellation.
