Description
This synopsis is issued as a notice of a proposed contract action. The U.S. Customs Service has a requirement for survival training for all of its aircrews. The training includes, but is not limited to, classroom training and practical training, such as water survival, aircraft cockpit fire and smoke management, emergency egress training, land survival (desert, arctic, tropical, and mountainous environments), and principles of terrorism. Training is to include two separate types of classes, one for Initial training and one for Recurrent training. The Initial training shall consist of 40 hours of training; the Recurrent training shall consist of 24 hours of training. It has not been determined, at this point, how many of each class will be required each year. An estimate of the number of each class per year will be provided with the solicitation. It is anticipated that an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded. Training includes the creation of course materials, which shall become the property of the government, physical and written training and testing, and selected reports. The minimum number of instructors for each class is three (3). There are specific minimum qualifications for the instructors in general and in the makeup of the instructor group for each class, in particular. It is anticipated that the majority of the training will be conducted at the U.S. Customs Service, National Aviation Center, City Oklahoma. This requirement is set aside for small business. All responsible sources may submit a proposal, which shall be considered by the agency. The size standard is $18.5 million.
