- Description
- Furnish flight services fully contractor operated and maintained consisting of the following type aircraft: Aero Commander 680 or equal. The following aircraft equipment is required: (1) Two camera ports for Government-furnished SenSytech Airborne Mult Spectrum Scanner and Camera; (2) GPS with external antenna and data port; (3) Polar over water survival equipment (OAS approved); (4) Electrical connections for camera and scanner; (5) Satellite phone and external antenna (6) Payload requirements of 1100 pounds for aircraft with 8 hours or 1000 miles range (7) Aircraft must be a high wing aircraft; (8) VOX requirement for pilot, co-pilot, and three passenger positions in the back.; (9) Aircraft and pilots must meet the requirements for operating IFR under 14 CFR 135; (10) Marine VHF with channels 16, 21, 23, 81 and 83, or UHF with frequency 381.8. Aircraft will be used by the U.S. Fish and Wildlife Service for airborne remote sensing studies of Pacific walrus over Arctic sea ice to include simultaneous across track thermal scanning and digital or film photography; searching for herds of walrus hauled out on sea ice; making passes at multiple altitude (from 2,000 to 10,000 feet ASL), over the same groups of walrus to test the capabilities of the remote sensing equipment. Radio and satellite phone coordination with service biologists working off of the USCG Ice Breaker Polar Sea who will be locating and reporting the position of walrus herds, and coordination with the Ice Breaker's Air Operations Officer. Flights will be primarily made out of Barrow Alaska to the sea ice edge. One 5-hour flight will be made out of Anchorage to Prince William Sound to test the equipment. The aircraft's designated base will be Anchorage, Alaska but will work mainly out of Barrow, Alaska. Flights will be up to 8 hours and 1,000 miles per data gathering mission. Project dates are August 16, 2001 through August 23, 2001 but may change due to weather. Estimated total flight time is 59 hours. Offeror must be an approved Aircraft Rental Agreement (ARA) operator with the Office of Aircraft Services.
