- SIMPLIFIED ACQUISITION OF BASE ENGINEER REQUIREMENTS (SABER). Estimated Request for Proposal Release Date: 24 Aug 2001. Estimated Proposal Closing Date: 25 Sept 2001. This will be an all electronic solicitation release. No hard copies will be mailed. Solicitation and amendments will be posted to www.eps.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates or changes to current information. The subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at McGuire AFB, NJ. The contract will be an indefinite- delivery, indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB). The contractor will be required to furnish noncomplex design, all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to provide computer hardware required for the SABER program as well as computer software and maintenance necessary to run the program. The contractor will be required to maintain a management office on McGuire AFB in order to receive delivery orders and provide other management services related to accomplishing individual delivery orders. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades including carpentry, road repair, roofing, excavating, interior electrical, mechanical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding, thermal and moisture protection, doors and windows, finishes,and abatement work utilizing Auto Computer Aided Design (CAD) Drawings. The North American Industry Classification System (NAICS) are 23321, 23332 and 23331. The minimum dollar value which will be required under this contract during the basic year and each option period will not be less than $200,000, with projects generally ranging from $2,000 to $500,000. The maximum dollar value of the contract during the basic year and each option period shall not exceed $5 million. The performance period will be a twelve-month basic year with four twelve month option periods. This acquisition is a competive, best value, source selection that will be conducted in accordance with Federal Acquisition regulation (FAR 15.3) and Air Force Federal Acquisition Regulation Supplement (AFFARS 5315.3). Technical and cost proposals are required. Past performance will be evaluated.This acquisition is set-aside for competitive 8(a) concerns and has a geographic restriction to New Jersey, New York and Pennsylvania. The government anticipates significant subcontracting activity under this contract. 8(a) contractors must be registered in the Central Contractor Registration database.
