- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is USZA23-01-R-0002 and is issued as a request for proposals (RFP). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) code applicable to this solicitation is 336412; the size standard is 1,000 employees. A fixed price indefinite delivery-indefinite quantity (IDIQ) contract is anticipated and the anticipated contract award date is 7 Sep 01. The Integrated Aviation Systems 21 Working Group is soliciting proposals for a minimum quantity of 10 and maximum quantity of 60 each of the following, brand name or equal items which are FAA supplemental type certified and approved for use/installation by Rolls-Royce on their 250-C30 engine: 1. Aircraft Parts Corp. Part No. 200SGL111Q-3-1 Generator with 3 inch inlet cover and Quick Aircraft Disconnect (QAD) Kit Assembly Specifications: Generator Weight: 21.75 lbs.; QAD Weight 1.93 lbs.; Total Weight: 23.68 lbs.; Rating: 6 KW; Terminal Voltage (Nominal): 28.5 Volts D.C.; Current Rated Amps: 200 Amps; Speed Range: 7,050 to 12,000 rpm (min speed: 7,050 rpm); Continuous Load within speed range: 200 amps; Maximum Starter Voltage: 28 VDC; Cooling: Fan Type; Maximum Current During Starting: 1000 amperes 2. Aircraft Parts Corp. Part No. GCSG503-8 DC Generator Control Unit Specifications: Temp Range: -550C to +710C; Vibration: Mil Std 810, Method 514.2, Proc. I, cat. (b.1); Fig. 514.2-2, Curve H; Shock: Mil Std 810, Method 516.2, Proc. I &III; Acceleration: Mil Std 810, Method 513.1, Proc. I & II; Altitude: Sea Level to 70,000 ft.; Connector: MIL-C-26482 Series I, Weight: 1.5 lbs. (0.68 kg) 3. Rolls Royce Part No. 23052955 -- Gasket OR item 4, which is sold as a Kit and includes items 1-3: 4. Specialty Aviation Services, LLC Part No. 200SAS-Q-3-1-160 N2 Secondary Generator Kit Offerors may propose to deliver items 1-3 separately or item 4 which includes items 1-3. The above items are specified as those manufacturers (and others) have been FAA supplemental type certified and approved for use/installation by Rolls-Royce on their 250-C30 engine. The anticipated contract will be an indefinite-delivery indefinite-quantity (IDIQ) type contract with an anticipated period of performance of 7 Sep 01 through 30 Sep 03. The total minimum quantity to be acquired under the contract is ten (10) and the total maximum quantity is sixty (60). Supplies to be furnished under the resultant contract will be ordered by issuance of delivery orders. Inspection/acceptance and FOB point will be destination (Raytheon E-Systems, Blue Grass Army Depot (BGAD), 2091 Kingston Highway, Bldg 233, Richmond, Kentucky 40475-5000. Desired delivery schedule, for each delivery order issued, is as follows (quantities to be specified in each delivery order): quantity ordered 1-10 deliver within 90 days after issuance of delivery order; any quantity over 10 deliver first 10 within 90 days after issuance of delivery order with remaining quantity to be delivered after the 90th day at a minimum of 10 ea (or up to the quantity ordered if less than 10) every 30 days. Maximum acceleration of deliveries may be proposed. The provision at 52.212-1, "Instructions to Offerors Commercial Items", applies to this acquisition; there are no addenda to this clause. The provision at FAR 52.212-2, "Evaluation Commercial Items", applies to this acquisition. The following factors will be used to evaluate offers: price and technical capability of the item offered to meet the Government requirement (including the requirement that the item be FAA supplemental type certified (and/or have the comparable Canadian certification) and approved for use/installation by Rolls-Royce on their 250-C30 engine). Price will be evaluated to determine if it is fair and reasonable; price related factors such as express warranty, payment terms, etc. will be assessed to determine benefits accruing to the Government. Technical capability will be evaluated to determine if an "equal" item offered meets the Government requirement. Price and technical capability of the item are of equal importance. Offerors shall include a completed copy of the provision at 52.212-3, "Offeror Representations and Certifications Commercial Items", with its offer. The clause at 52.212-4, "Contract Terms and Conditions Commercial Items" applies to this acquisition without addenda. The clause at 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items" applies to this acquisition. The clause at 252.212-7001, "Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items" applies to this acquisition.
