- The National Institute of Standards and Technology intends to negotiate a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with CFD Research Corporation, 215 Wynn Drive NW, Huntsville, AL 35805-1944. NIST has a requirement for Computational Fluid Dynamics (CFD) Software for Multi-Physics and Multi-Disciplinary Analyses. The CFD software package utilizes numerical and physical models as well as object-oriented graphical user interfaces and works on both UNIX and Windows NT systems. The software implements three-dimensional, fully coupled solution technologies for multi-physics and multi-disciplinary analysis model development and simulation. Within the general areas of Flow, Heat Transfer, Stress, Electromagnetism, Gas/Liquid and Surface Chemistry, physical models are tightly coupled to one another. Models are supported by state-of-the-art numerical simulation techniques allowing,=20 for example, use of arbitrary polyhedral grid cells, moving grids, steady-state or transient analysis, various reduced models providing subscale inputs, and process scripting for grid generation, parametric studies and optimization studies. Software possesses capabilities important to micro-electro-mechanical systems (MEMS), Biotechnologies, and Fundamental Physics (e.g. Optics). Specific examples include (a) electrostatics and magnetodynamics, coupled with fluid-structural-thermal analyses, piezoelectrics; (b) electrokinetics (electrophoresis, electroosmosis, dielectrophoresis) & bio/electrochemistry (protein binding, enzyme catalysis, ionization model) fully coupled with fluid-structural-thermal analyses (c) automatic computation of optical properties, thin-film and contact resistance models for radiation simulations. NIST intends to obtain the following Contract Line Item Numbers (CLIN's): CLIN 0001, Quantity of 3, CFD-ACE+ Package with Perpetual Floating Network License; CLIN 0002, Quantity of 1, FEMSTRESS Add-on Module with Perpetual Floating Network License; CLIN 0003, Quantity of 1, Monte Carlo Radiation Add-on Module, Perpetual Floating Network License; CLIN 0004, Annual maintenance to include unlimited telephone support, upgrades, and one-day training course. Standard Commercial Warranties are required. All Electronic and Information Technology (EIT), as defined at FAR 2.101, supplied under this purchase order must conform to the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology Accessibility Standards (36 CFP Part 1197). The applicable standards are available at http://www.access-board.gov/news/508-final.htm. A firm fixed price purchase order will be issued. The NAICS code for this acquisition is 511210 and the size standard is $18.0 million. Interested parties may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available.
