- NASA/DFRC plans to issue a Request for Offer (RFO) for providing engineering, simulation, flight test and other technical services for the C-17 Intelligent Vehicle Systems Project and any other Boeing testbed aircraft that may be operated at Dryden Flight Research Center. NASA/DFRC intends to procure these services from Boeing Aircraft Company, Long Beach, CA because they are the manufacturer and the only responsible source which is capable of satisfying the government's requirements. Boeing is considered to be the only responsible source which is capable of providing the ongoing engineering, repair, modification and other technical services for the the C-17. Boeing designed, built, and extensively tested the C-17 T1 aircraft. They possess the detailed knowledge of all aspects of the vehicle which is unavailable to another firm. The T1 test aircraft is unique, since it is a one of a kind custom modified vehicle in which standard modification drawings do not necessarily apply. Boeing has the unique modification drawings and personnel with the knowledge and history to accurately characterize these aircraft. They are of critical assistance in trouble shooting problems and proposing solutions to problems as they arise. No other manufacturer would have this background. Boeing, as the producer of the C-17 Globemaster III for the Air Force has the tooling, facilities, data and engineering support organization required to provide the desired services. Another company can only provide the required services by acquiring the personnel, facilities and records from Boeing. As the manufacturer, Boeing has a significant store of unpublished design and test data as well as operating experience. Boeing has added unique experience in the manufacture of the aircraft modifications made to the test aircraft. Experiments supported by the test aircraft are schedule critical. Boeing's existing engineering and manufacturing capabilities can provide instant response to resolve problems and assistance in modifications. This significantly reduces schedule risk. Having the aircraft related services of Boeing will significantly enhance the opportunities for other companies to propose experiments to be installed on the test aircraft, since the companies will not have to individually try to obtain the required technical assistance from Boeing and are assured that the government can make the required aircraft test support services available. These services are a continuation of previous contract services provided by Boeing Aircraft Company, St Louis, in support of other Boeing testbed aircraft. These services were also procured under sole source due to similar reasons listed above. The status of potential competitors to provide the manufacturing, engineering support and other required capabilities has not improved since the last procurement action. The authority for other than full and open competition is 10 U.S.C. 2304(a)(1) -- Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 30, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
