Description

NASA/GRC plans to issue a Request for Offer (RFO) for the development, design, and fabrication of hardware for a 10.8 kWh, 28+4 volt, bipolar nickel-metal hydride battery able of performing as an emergency energy storage subsystem for the International Space Station Crew Rescue Vehicle (CRV). In addition, the Flightweight Bipolar NiMH batteries built under NAS3-27787 shall undergo acceptance and qualification testing to demonstrate adequate performance margins under LEO conditions. Finally, the Contractor shall perform trade studies on various LEO missions for the NASA Goddard Space Flight Center to evaluate various options of the bipolar nickel metal hydride battery to assist in mission enhancing modes for their science applications. There are optional tasks for the performance of destructive physical analyses and for the construction of 1 to 3 bipolar nickle-metal hydride flight batteries. NASA/GRC intends to purchase the items from Electro Energy Inc., Danbury CT 06810 using 10 U.S.C. 2304 (c)(1)Only one responsible source and no other supplies or services will satisfy agency requirements as its justification for other than full and open competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See NASA Specific Note "B".
