- Description
- The National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. Carol Tanner, of the University of Notre Dame, to develop and demonstrate the spectroscopic means to cool a single trapped Hg+ ion to the zero-point vibrational energy of a spherical RF Paul trap. The means, either sideband cooling or electro-magnetically induced transparency (EIT), must be developed and zero-point cooling demonstrated in a time frame of one year beginning September 1, 2001 and ending August 22, 2002. It is expected that the results of this endeavor will lead to a fundamental improvement of the stability of the NIST, single-ion optical clock. NIST further expects the research and results will be published in leading, peer-reviewed scientific journals. Dr. Tanner possesses a fundamental understanding of laser-cooling methods applied to both neutral and trapped particles and has been involved in laser-cooling and laser spectroscopy for over 20 years. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
