Description

The Federal Election Commission plans to enter into a fixed price contract for Computer support services. Period of performance will be a base year and four one -year options. Solicitation number is FE-1-AR-0002. The requirement is Full and Open Competition . North American Industry Classification Code (NIACS) is 5513310. This requirement is being issued as a Request ffor Proposal. Requirements include but are not limited to the operation and modification/development of an existing electronic filing and image retrieval system at the FEC. Political committees (representing candidates, parties, or other political organizations) are required to file periodic reports of receipts and disbursements to the FEC. The Commission has established procedures under which these filings must be made electronically by a significant subset of those committees. Filings must be submitted in accordance with the FEC's Electronic Filing Specifications Requirements. The Contractor will be required to operate and provide both communications and hardware that will utilize software developed specifically for the FEC to receive the filings, validate them as to filer identification and conformity with structural requirements, convert the filing to paper facsimiles of existing FEC forms, store the data, and make it available both within the agency and on the Internet. In addition, the contractor must provide a mechanism (both hardware and software) for display of existing images of previously submitted filings on the Internet, including indexing, storage, and retrieval of approximately 5 million existing page images. Requirements will be further defined in the solicitation.
