Description

This project is being solicited under commercial item procedures. The hardcopy addendum to this notice is available upon request (see requesting instructions at the end of this notice). This project is for treatment of noxious weeds within the Cave Gulch Fire Area of the Townsend and Helena Ranger Districts of the Helena National Forest. The following is an overall list of items by estimated acres with varying degrees of application needed: Item 1 -- 991 ac; Item 2 -- 717 ac; Item 3 -- 900 ac; Item 4 -- 600 ac; Item 5 -- 300 ac; Item 6 -- 1,000 ac; Item 7 -- 1,800 ac; Item 8 -- 1,200 ac; and Item 9 -- 600 ac. The schedule in the addendum lists more detail. The project is located in Broadwater and Lewis & Clark Counties, Montana. The NAICS Code for this project is 115310 and the corresponding small business size standard is $5 million. The Government will award a contract resulting from this solicitation to the responsible quoter(s) whose quote(s) conforming to the solicitation will be most advantageous to the Government, considering price and other factors considered. The following factors shall be used to evaluate quotes: Past Performance (Will be measured by how satisfied the former customers have been in terms of quality of service, management of project cost and time, & professionalism of business dealings, references are required), Enhancement of Local Employment (Ability to use local hires in performance of work, & the contractor's proximity to the project site (permanent place of operations)), Quality (Experience performing similar work and type of equipment available for use), and Value/Price (including consideration of the cost of administering multiple contracts). Technical and price, when combined, are equal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and is an indefinite quantity/indefinite delivery contract type. Contractors are not required to furnish quotes on all items, but must furnish quotes on all sub-items within an item. Multiple awards are likely.
