- The Federal Railroad Administration (FRA) intends to negotiate on a sole source basis with the Association of American Railroads (AAR) and its wholly owned subsidiary, Transportation Technology Center, Inc. (TTCI) for the award of Task Order No. 132 under Contract No. DTFR53-93-C-00001 for the purpose of developing, installing,and testing of a Vehicle Tracking System and potential radio communications platforms for a communications-based train control (CBTC) system at the Transportation Technology Center (TTC). The AAR/TTCI is the on-site facility management contractor at the FRA owned TTC which is a 52 square mile secure facility closed to the public and located in the desert northeast of Pueblo, Colorado. The TTC is dedicated to research and development testing of trains and associated ground transportation equipment and components. The applicable authority for this procurement is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source."
