Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ RMAST-01-248 and this solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-25. The North American Classification System Code is 611430 and the size standard is 8299. The USDA Forest Service, Job Corps intends to enter into a firm-fixed-price, requirements type service contract with a base year for career development and employability skills training at 6 Job Corps centers, option year 1 for career development and employability skills training at 6 more Job Corps centers and option year 2 for career development and employability skills training at 5 more Job Corps centers. Place of Performance will be at various Job Corps centers located throughout the country. Job Corps, a residential program provides young adults job training which enables them to gain meaningful employment upon graduation. Please contact the contracting officer for a copy of the Statement of Work, Schedule of Items, Statement of Equivalent Rates attachment, Department of Labor Wage Determinations, Instructions for the Preparation of Technical Proposals and Evaluation and Award Factors. ,Funds under any resultant contract will be obligated by individual delivery orders and not by the contract itself. Any training services to be furnished under this contract shall be ordered by issuance of delivery orders. Delivery orders will be issued for 1 job corps center at a time. There is a total of 17 Job Corps centers. The telephone contact for this acquisition is F. Robert Ribail, Contracting Officer at 303 275-5223. In accordance with FAR 52.216-19 ORDER LIMITATIONS, the minimum order limitation for is one Job Corps Center. When the Government requires these services in a quantity of less than one (1) Job Corp Center the Government will not be obliged to purchase, nor will the contractor be obliged to furnish this service under the contract. The maximum order limitation one (1) Job Corp Center. The contractor will not be obliged to honor any order for these training programs in a quantity of more than one (1) Job Corps Center at a time. Also the contractor will not be obliged to honor a series of orders for this training sessions from the same ordering office within 45 days that together call for training programs exceeding one Job Corps Center . However, the contractor shall honor orders exceeding the maximum order limitations unless the order (or orders) is returned to the ordering office within seven days after issuance with a written statement expressing the contractor's intent not to perform and the reason. In accordance with FAR 52.216-18 ORDERING, orders may me issued under the resulting contract from the date of award through one year thereafter. In accordance with FAR 52.216-21 REQUIREMENTS, the contractor shall not be obligated to provide services under this contract after 90 days beyond the contract expiration date. Upon issuance of delivery order contractor shall perform training services within 45 days. However, the terms and conditions of the foregoing may be changed through pre award negotiations. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS applies to this acquisition. Offerors must include a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS . The contracting officer technical representative for this procurement will be Bob James. Offerors may submit signed and dated overnight delivery or hand delivered offers to USDA Forest Service, 740 Simms Street, PPM, Golden, Colorado 80401. Proposals should be submitted on the Standard Form 1449 or on letterhead stationary. The due date and time for receipt of proposals is 4:00 p.m. Mountain Standard Time on August 16, 2001. Incremental pricing will not be accepted. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Any proposals or modifications to proposals received after the specified due date for receipt of proposals will not be considered. The Government may make an award with or without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price standpoint. The contractor is hereby put on notice that the quantities specified in the schedule of items are estimates only and are not purchased by any resultant contract. If the government's requirements do not result in the orders in the quantities described as "estimated" in the schedule of items that fact shall not constitute the basis for an equitable adjustment.
