- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is X6C074, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 421490 which has a size standard of 100 employees to qualify as a small business. This procurement is set aside for a small business. Instruments which accurately and continuously monitor chlorine gas concentrations in the range of 0 to 2 parts per million (ppm) without interference from other pollutants are needed both for control of the pollutant generation systems and to ensure the safety of volunteers. Such instruments must be compatible with the existing computerized pollutant control system at EPA's Human Studies Facility. Two chlorine gas analyzers are required to make continuous and accurate measurements of the concentration of chlorine gas (range 0 to 2 ppm) in room air. The output of the each analyzer will be used to interface with an existing computerized pollution control system which controls the concentration of chlorine gas in a chamber used for the exposure of human volunteers. Each analyzer must accurately measure chlorine concentration in the range of from 0 to 2 ppm in the presence of other common pollutants and must have a sufficiently fast response time to allow the existing control system to maintain stable chlorine concentrations in the exposure chamber. The Chlorine analyzers must meet the following 11 specifications: 1.Continuous monitoring of chlorine gas concentration over the range of 0 to 2 ppm. 2. Resolution must be 0.01 ppm or less. 3. Lower limit of detection must be 0.01 ppm or less. 4. Zero drift must be less than 0.5% per day. 5. Span drift must be less than 0.5% per day. 6. Analyzer linearity must be within 1%. 7. Analyzer output must be either RS232 serial output or analog output with a full scale range of 0 to 5 volts. 8. The 0 to 95% response time must be less than 60 seconds. 9. Must be mountable in a standard 19 inch equipment rack. 10. Maintenance requirements must be minimal (i.e. less than 1 hour per month). 11. Interference in chlorine measurements caused by the presence of other common pollutants including ozone, nitrogen dioxide, sulfur dioxide, carbon monoxide, and low molecular weight hydrocarbons must be negligible. The following three (3) criteria will be used to evaluate quotes submitted by each vendor: 1. Operational requirements of analyzer including power, vacuum, other gases, etc. 2. Amount of interference in chlorine measurements caused by the presence of other common pollutants including ozone, nitrogen dioxide, sulfur dioxide, carbon monoxide and low molecular weight hydrocarbons. 3. Feasibility of successfully integrating the analyzer into existing computerized pollutant control system to allow constant chlorine concentration. Please address each of these criteria as part of your quotation package. Evaluation of quotations will be based on overall lowest cost and acceptability based on the above technical criteria. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions -- - Commercial Items. All offerors are to are to include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications -- - Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activities; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. It is requested that the completed Representations and Certifications be included with the proposal.
