- The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Miami Animal Import/Export Facility, at the Miami International Airport, Miami, Florida, intends to procure services to operate the Government-owned motorized mobile animal ramp. Submit faxed quotations to "Purchasing Section," at (612) 370-2136. QUOTATIONS ARE DUE July 27, 2001, BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Small business set-aside. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-26. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Fixed price 52.243-1 (8/87); Price Evaluation Adjustment for Small Disadvantaged Business Concern 52.249-1; Notice of Price Evaluation preference for HUB Zone Small Business Concern 52.219-4; Evaluation-Commercial items 52.212-2 (10/97); Offeror Representations and Certifications 52.212-3 ((1-/98); Contract Terms and Conditions- Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items 52.212-5 (10/98). ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. All offers must be signed. Offers should include tax payer identification number__________________________ DUNS number__________________ and business size ___________________for SIC ______. SPECIFICATIONS: Provide service to operate the Government-owned motorized mobile animal ramp. Included in the operation of the ramp is providing and the cleaning and disinfecting of the ramp after each use according to USDA standards. The contractor will be notified when service is required as soon as the shipment schedule is known, but no later than 24 hours in advance. The ramp is to be moved to plane side each time a walk-on shipment is imported or exported. The ramp must be properly positioned on the side of the airplane so animals can be safely loaded or unloaded and without damage to the aircraft. After the loading has occurred, the ramp must be cleaned and disinfected within two (2) hours of the shipment. Once cleaned, the ramp is to be returned to the storage area, to be provided by USDA. The contractor must provide and maintain insurance coverage to protect the Government from third party liability. Payment will be made on a biweekly basis. The ramp charge includes the costs associated with the operation, cleaning and disinfecting. Invoices should be submitted to: USDA APHIS VS, P.O. Box 660657, Miami Springs, FL 33266. Estimated usage of 40 shipments per year. Quotes are to be submitted on: 1) flat fee per service call _________ and 2) fee on a per hour basis. _____. A shipment is defined as all animals leaving or arriving on an airplane. The Government or contractor may terminate this contract at anytime upon 30 days written notice.
