- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for Additional Logistics Level-of-Effort (LOE) for Contract NAS9-19549 , Russian Language and Logistics Services. The additional effort will provide transportation services in Russia and in the U.S. for all U.S. travelers in Russia and all Russian travelers in the U. S. Familiarity with Russian laws and driving customs is required for the safety of U.S. travelers. The additional LOE will provide labor for scheduling. Every meeting requiring an interpreter and every document requiring translation is processed through the contractor's scheduling department. Scheduling is essential to ensuring that the interpreters are properly matched to meetings that may require a particular expertise. In addition, documents requiring immediate turnarounds must be scheduled around existing efforts. The additional effort will also provide for coordination of visitors including preparation of transportation schedules, visa documentation, letter of invitation, and other necessary travel documentation. With such a high volume of travel traffic, it is necessary to coordinate the travel process in order to ensure that travelers meet their scheduled events with as little interruption as possible. The LOE also provides for management of the offices in the Volga. This includes property administration, procurement sourcing, and making any shipping requirements necessary. NASA/JSC intends to acquire the additional LOE from TechTrans International pursuant to U.S.C. 2304 (c)(1). NASA/JSC is replenishing the LOE pool to synchronize the expiration of the LOE portion with the completion form portion of the contract, which is due to expire January 31, 2003. TechTrans International has established an infrastructure that does not lend itself to duplication in a short amount of time. In addition, contractors must be certified by the Russian Governemnt to do business in Russia. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
