Description
DHHS/PSC/DAM has a requirement from The Agency for Children and Families, Administration of Developmental Disabilities to acquire training and technical assistance for minority outreach and community education from the Urban League of Nebraska located in Omaha, Nebraska under the authority of 41 U.S.C. 253(c) (1) and 41 U.S.C. 253(c)(3). The NAICS code is 541990. This requirement is restricted to a non-profit conflict-free organization that: does not compete with any for-profit company; does not manufacture products; is not linked with any suppliers; and, safeguards proprietary information. The Government knows of only one source, the Urban League of Nebraska, that has the capability of performing this requirement. The Urban League of Nebraska will conduct training and technical assistance and other national activities that address problems which impede the self-sufficiency of special population groups which include African Americans and other underserved minorities with disabilities located in urban centers through increased utilization of Federal and state programs administered by the Health Care Finance Administration (HCFA), the Administration on Developmental Disabilities and other Federal/state programs whose services have a major impact on the independence and productivity of individuals with disabilities. The activities are designed to enhance and strengthen these agencies' capacity to reach and serve special population groups of underserved and unserved individuals with disabilities and their families located in urban centers across the nation through the provision of culturally competent services, training, education, and information. The anticipated period of performance shall be a twelve-month basic period and four twelve-month option periods. Concerns having the capability to furnish the services stated above must submit written notification and supporting documentation to clearly demonstrate the ability to satisfy the requirement. No solicitation document is available, and any requests for such will be considered nonresponsive. No award shall be made solely on the basis of any response to this notice. If no affirmative responses are received within forty-five (45) days from the publication of this notice, the Contracting Officer shall proceed with award to the Urban League of Nebraska.
