Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is 52ABNC100096 and is issued as a Request for Proposals (RFP). This procurement will be conducted using simplified acquisition procedures under FAR Part 15. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-17. Any resulting contract from this solicitation will be a firm-fixed price, delivery date of maximum 90 days after contract award; FOB Nawiliwili Harbor, Lihue, HI. The North American Industry Classification (NAIC) code is 336612. The Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve (NWHICRER) and the Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS) has a requirement for one fiberglass, powered catamaran type vessel with trailer to be used to conduct oceanographic research and biological surveys in NWHICRER and HIHWNMS and will be designed to be capable of operating from Kauai to Kure Atoll and all points in between throughout 1250 NM NWHI archipelago. The minimum vessel requirements include: 32-35 foot length with a unitized fiberglass hull; 10.5 to 11.5 foot beam; 12 to 20 inch draft; dual diesel engines, propelled by either jet drives, or surface piercing drives with twin propellers; must have a range of no less than 1500 NM as equipped with primary and auxiliary fuel tanks; maintain a cruising speed of 20 knots when fully loaded with fuel and equipment; maintain a cruising speed of 35 knots when light; must have current production model of the builder with catamaran hull a forward hard-top cabin with flying bridge; an aluminum multiple axle trailer; and shall be engineered for safe operation weather and sea conditions typical for the Northwestern Hawaiian Islands. The aft work deck will be configured to support a multitude of scientific operations including deploying and recovering oceanographic equipment over the side or off the stern with hydraulic davits. The vessel should also be configured to support diving operations by providing easy access in and out of the water. The entire deck shall have a non-skid deck surface and be self-bailing. A catwalk shall be built around the cabin and extend from the fore deck to the main deck, both forward and starboard. Handrails will be installed in suitable locations on the fore deck along the cabin tops or sides and along both sides of the aft working deck and at the transom. All offerors shall submit two copies of the general assembly drawings of the vessel to the Contracting Officer for review and approval by NWHICRER. Copies of the drawings should include the Preliminary Profile and Layout Drawings and brief specifications. The plans shall indicate the type and construction of the various elements of the boat and shall include a list of equipment, fixtures and hardware proposed for use, listing the manufacturer, type, rating (if appropriate), and such general data as may be necessary to identify each item. The plans shall include all items which will ultimately be approved by the USCG and as a minimum should include the following: outboard profile; inboard layout; Arrangement of power and drives; structural plans of hull and transverse sections; hull penetrations and shell connections; shafts, struts, rudders, and steering layout; electrical system and load analysis; fuel, hydraulic, water, and bilge piping; tanks (with capacity tables); and layout inside the cabin. All offerors must have a minimum of five years experience in the design and construction of vessels of similar size and type.=20 Offerors must have an available Hawaii-based representative capable of correcting defects or honoring warranties within a 15-day period. The manufacturer should be able to deliver the completed boat in 90 days or less after date of contract award. The following clauses and provisions are applicable to this acquisition and are incorporated by reference as follows: FAR Provision 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision; Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with offer; FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The following FAR clauses and provisions are applicable to this acquisition and are added: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-14, 52.232-34, 52.212-1, Addendum: 52.214-33, Submission of Offers in the English Language; and 52.214-34, Submission of Offers in US Currency. Full text of the Federal Acquisition Regulations (FAR) can be accessed on the Internet at www.Arnet.gov/far. =20 Evaluation/Selection: Price and technical quality are considered to be of equal importance. Technical criteria for evaluation includes the following factors of with Factor 1 being more important than Factors 2 and 3 which are of equal importance: 1) Timely delivery of a boat that fully complies with the specifications (Offerors that can deliver the boat in 90 days or less will be given a higher weight in this factor.); 2) Offers that include the installation of all government-furnished safety, electronics, deck equipment and accessories will be weighted higher; and 3) Record of proven acceptable past performance including a history a building similar boats with high quality of workmanship. For your convenience, the following forms and information are available and will be provided upon request and will be incorporated into the solicitation/contract: Standard Form (SF)1449, Price Schedule, Detailed Specifications, Offerors Representations and Certifications. RFP submissions must be in writing and are due in the designated contracting office by 2:00 pm, local time, July 31, 2001, at the address noted below. Submissions to include: (1) SF-1449 completed including the Contractor's name, address, telephone number, fax number, DUNS number and signature of a representative of the company who has authority to bind the company signed; (2) completed price schedule; (3) a signed copy of the Representations and Certifications (FAR 52.212-3); and (4) complete responses to the technical criteria listed above.
