Box 17300, 819 Taylor Street, Attn: CESWF-CT, Fort Worth, TX 76102-0300 SUBJECT: Y -- RAIL DEPLOYMENT COMPLEX, FORT BLISS, TEXAS SOL DACA63-01-R-0016 DUE 082801 POC Barbara J. Zimmer, Contract Specialist,, 817.978.7464 DESC: This Request for Proposals will result in a Firm-Fixed Price contract, to construct a rail deployment facility to support the rapid deployment of strategic mobility forces. The facility will consist of rail loading spurs with loading ramps, rail storage spurs, turnouts, switches, engine maintenance, shop, material handling equipment (MHE) shelter, paved marshalling area, paved road access, "hot" ammunition loading area, platform scales, operations building, latrines, and personnel sun shelters, ammo rail loading ramp and truck loading ramp. Supporting facilities include: utilities, electric, service, fire protection and alarm lightning protection, information systems, environmental mitigation and site improvements. Estimated duration for the contract awarded will be 900 days. Estimated Construction Cost Range is between $10,000,000 and $25,000,000. Solicitation to be issued on or about 26 July 2001. Proposal due date on or about 28 August 2001. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments will be through the use of the Internet. No additional media (CD-ROM, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. It is the contractor's responsibility to check the following Internet address daily for any posted changes to this solicitation and all amendments. The North American Industrial Classification System (NAICS) Code applicable to this project is 234990. Small Business size standard is $27,500,000. This is an UNRESTRICTED solicitation. Offers from all qualified business concerns may submit offers. If a LARGE business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. If the successful offeror is a large business, the plan shall make every attempt to meet the following recommended subcontracting goals expressed in percentages of the TOTAL CONTRACT VALUE: Small Business -- 25% ; Small Disadvantaged Business 15%; Woman-Owned Small Business 5%; HUB Zone 2.5%; Veteran-Owned Small Business 1.5%; and Historically Black Colleges & Universities/Minority Institutions (where applicable).
