- Background "Contractor Engineering and Technical Services (CETS) to provide on-site proficiency training, technical advice and assistance for the following engines: TF39-GE-1C (C-5 aircraft), GE110 (F-16 aircraft), F-110-GE-100, TF-34 (A-10 aircraft),F404 and F110-129 series engines located at several Air Force domestic locations, Coast Guard, NASA and Army domestic locations and an Air force overseas location. Liaison between CETS representatives and the manufacturer is required. Sixteen representatives will be required in CY02 (192 months)and also in CY03(192 months). The issue date will be on or about 01 Aug 01. TO: General Electric Co., Cincinnati OH 45246-3739. No telephone requests. Only written, e-mailed or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Authority: 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for services, which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Security clearance will be required of all offerors. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate Contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations or the evaluation of proposals and therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed above.
