Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Program Support Center, General Acquisition Branch, plans to award a 3 month sole source simplified acquisition to the National Association for Children for Alcoholics (NACOA). The anticipated date of award is August, 1, 2001. The contractor is responsible for but not limited to the following tasks: Provide primary support services to the OCPT program to handle video production and alteration for four videotapes ("End Broken Promises, Mend Broken Hearts," "You're Not Alone/PEPPER," and "Michael's Journey") to be included in the Children's Program Kit: Supportive Education for Children of Addicted Parents. Develop the scripts for the opening and closing credits for all four videos. Develop the scripts for the opening and closing remarks to be added to "End Broken Promises, Mend Broken Hearts" which will, introduce the intent of the video, and provide guidance to substance abuse treatment providers on how they should use this video to work with their clients' children. Identify a producer to direct the CSAP, Director Dr. Sanchez-Way, and the CSAT, Director, Dr. Clark in the opening of the video "End Broken Promises, Mend Broken Hearts," and arrange for studio time and to edit. Have the "You're Not Alone" and the "PEPPER" video combined into one new master videotape. A new master tape will also be made for "End Broken Promises, Mend Broken Hearts" and Michael's Journey". The four master videotapes will be given to the OCPT Project Officer so that duplicates can be made. Make travel arrangements for consultant for filming the closing statements for "End Broken Promises, Mend Broken Hearts" video. To develop a rollout plan for the launch of the Children's Program Kit: Supportive Education for Children of Addicted Parents. Develop a brief e-mail announcement about the Children's Program Kit for NCADI to send to SAMHSA constituents announcing the availability of the kit. Prepare a list of appropriate organizations and (Federal, private and non-profit) which should receive the brief announcement on the availability of the kit. Create Children's Program Kit briefing packets and fliers to be distributed to substance abuse treatment centers, and other appropriate Federal, private and non-profit organizations. Prepare an agenda to conduct short briefs or supply promotional and background materials for upcoming events. Develop fliers/one page briefings on the Children's Program Kit for conferences where SAMHSA/NCADI is exhibiting. Develop a feature story about the Children's Program Kit for the Prevention Pipeline, or any other relevant print publications such as Counselor Magazine or Student Assistance Journal. Write an announcement about the Children's Program Kit for NCADI hold-on messages for callers. Prepare a news release and a broadcast fax for the CSAP Public Information Officer to announce the launch of the Children's Program Kit targeted at the trade press. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
