Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ RMAST-01-082 and this solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The North American Classification System Code is 722310 and the small business size standard is 15 million dollars annual receipts for an offeror's preceeding 3 fiscal years. The USDA Forest Service intends to enter into a, firm-fixed-price contract for food service operations and a culinary arts program at the Schenck Civilian Conservation Center (Job Corps). The Job Corps, a residential program , provides young adults the necessary job training which enables them to gain meaningful employment upon graduation. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS applies to this acquisition. Offerors must include a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS with their proposal. The following clauses also apply to this solicitation: FAR 52.212-4 CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS and FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS. FAR 52.211-18 VARIATION IN ESTIMATED QUANTITY. For purposes of this clause, equitable adjustments will be based on a 12 month period. If at the end of a 12 month period, quantity changes occur that are greater than 15% then an equitable adjustment will be made. This procurement is also subject to "The Service Contract Act of 1965 (41 U.S.C. 351-357). The contractor will also maintain insurance and provide proof prior to contract award for Workers Compensation and Employer's Liability, Bodily Injury Liability, Property Damage Liability, and Automobile Liability in an amount that is customary for the place where performance will take place. A pre-proposal conference will be held at Schenck Civilian Conservation Center, 98 Schenck Drive, Pisgah Forest, North Carolina 28768 on July 31, 2001, 9:00 AM, Pisgah Forest, North Carolina time. Offerors may submit signed and dated overnight delivery or hand delivered offers to USDA Forest Service, 740 Simms St, 3rd Floor, PPM, Golden, Colorado 80401. Proposals may be submitted on the Standard Form 1449 or on letterhead stationary. The due date and time for receipt of proposals is 4:00 p.m. Mountain Standard Time on August 20, 2001. Incremental pricing will not be accepted. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Any proposals or modifications to proposals received after the specified due date for receipt of proposals will not be considered. The Government may make an award with or without discussions with offerors. Offerors shall specify business size and classification as required in FAR 52.212-3. The Period of Performance will be for a base period and four (4) one (1) year options. Successful contractor will commence performance fourteen (14) days after contract award. Performance is defined as actually having staff at the site ready to serve meals to the students and culinary arts instructors in place and ready to start teaching the culinary arts program.
