- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ011062 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The NAICS code is 444190; size standard is 500 employees. This will be a 3-year firm-fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract for the Bureau of Land Management (BLM), Eugene District, Oregon. Delivery orders will be issued against the resultant contract with a minimum amount of 2,500 tons to be ordered and the maximum will not exceed 30,000 tons. SUPPLY AND DELIVER boulders ranging between 3 feet to 5 feet to stockpile sites located in the Eugene District, BLM Coast Range Resource Area, within 100 miles round trip from Eugene. If mileage exceeds 100 miles round trip, a price for additional mileage will be negotiated for the delivery order. Pricing shall be provided for three line items as follows: Item1 for 2,500 tons of boulders for the Base Year (10-1-01 through 9-30-02); Item 2 for 2,500 tons of boulders for Option Year 1 (10-1-02 through 9-30-03); and Item 3 for 2,500 tons of boulders for Option Year 2 (10-1-03 through 9-30-04). TECHNICAL SPECIFICATIONS: Boulder sizes ranging between 3 feet to 5 feet, as identified on each delivery order, shall make up at least 90% of the delivery. Only hard durable basaltic rock that is organic free and conforms to the following standards will be accepted: 1) Apparent specific gravity, AASHTO T85; 2) Absorption AASHTO T85; 3) Course durability index, AASHTO T210. DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery -- Specific boulder requirements and delivery sites will be identified on delivery orders issued on an as needed basis by Contracting Officer (CO) or other ordering official designated by the CO. Orders will be placed a minimum of 30 days prior to delivery requirement. 2) Performance -- Contractor shall provide Contracting Officer's Representative (COR) with copies of the load tickets including: a) Contractor's name and address; b) Delivery date; c) Quantity delivered. The Government will pay the Contractor upon receipt of a proper invoice with supporting tickets on quantities accepted by the Government; 3) Acceptance -- Final inspection and acceptance of supplies will be made by the Government at the place of delivery. FAR Clause 52.212-2, EVALUATION FACTORS FOR AWARD -- the following factors shall be used to evaluate quotes: 1) Award will be on an all or none basis to the lowest quote received for the total of the base year and the two option years. 2) Quotes shall include cost of transportation to sites within 100 miles of Eugene, as additional costs for mileage exceeding 100 miles will be negotiated. QUOTATIONS SHALL INCLUDE: 1) Item number and price for boulders supplied and delivered; 2) FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items, available at: http://www.or.blm.gov/procurement/com_cert.htm. 3) Quoters shall submit signed and dated quotes on letterhead stationary.
