Description

The Naval Undersea Warfare Center Division Newport intends to solicit proposals for technical services to include software development and maintenance as well as functional and technical support of the Navy Training Management and Planning System (NTMPS) day-to-day operations. Specific tasking to be performed includes: (1) engineering/software development; (2) operational support to the NTMPS Management Office; (3) the conduct of studies and investigations; (4) development, update and maintenance of system documentation; and (5) implementation/development of NTMPS training. An Indefinite Delivery/Indefinite Quantity (IDIQ) type service contract with cost plus fixed fee (CPFF) provisions with award term incentives is anticipated. The period of performance will be five (5) years for the Base Period. Incentive Awards for additional contract term, not to exceed three (3) years, are included for a maximum available contract term not to exceed eight (8) years. The total estimated Level of Effort for the maximum available contract term (8 years) is 540,800 hours. Key Personnel labor categories consist of Analyst, Management III (1); Analyst, Management I (Sr. Submarine)(1); Analyst, Management I (Sr. Navy)(2); Analyst, Management I (Sr. Aviation)(1); and Engineer, Computer II (2). Non-Key Personnel labor categories consist of Analyst, Management I (Submarine) (2); Analyst, Management I (Navy)(9); Analyst, Management I (Surface)(2); Analyst, Management I (Aviation) (2); Analyst, Management I (Navy Reserve) (2); Computer Programmer III (2); Computer Programmer I (3); Analyst, Computer Systems I (1); Technical Writer (1); Word Processor II (2); Word Processor I (2); and Illustrator I (1). Clearance to Secret Level is required. Award will be made on the basis of "Best Value". Technical evaluation criteria, in descending order of importance, are Technical/Management Approach, Past Performance, and Personnel. This is unrestricted. NAICS is 541330 ; size standard is $20 million. This is a follow-on contract to N66604-98-D-4228 with CSC Professional Services Group, Inc. See Note 26.
