Notice of Intent to issue a noncompetitive award for nonpersonal services for the development of a hierarchical system for classification of hydrogeologic basins in the Great Basin and adjoining areas of the desert Southwestern United States to James Harrill, Carson City, NV. James Harrill is the only known source with the expertise to develop this system. He is uniquely qualified based on his experience in the study of recharge, hydrogeology and discharge mechanisms that control ground water flow within the region. He has also developed several ground water flow models and is a technical expert on the subject of interbasinal flows in the valleys of the Great Basin. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government. No additional synopsis will be published. This requirement will be processed utilizing the Department of Interior Electronic Commerce System at http://ideasec.nbc.gov. See Numbered Note 22.
