Description

The U.S. Environmental Protection Agency, Office of Research and Development, intends to solicit the services of the National Academy of Sciences on a sole source basis. The Contractor will perform a review and critical evaluation of the Agency's Science to Achieve Results (STAR) extramural research grants program. The contractor shall evaluate the scientific merit and the demonstrated or potential effectiveness of the STAR program by performing an external review of the STAR research results. The contractor shall also develop program criteria to evaluate the effectiveness of each type of grant, ans submit a final report that contains findings and recommendations concerning the operation of the STAR program. The EPA anticipates the award of a single cost reimbursement completion type contract to the National Academy of Sciences with the final deliverable due 18 months after the effective date of the contract. This notice of intent is not a request for proposals. However, any firm that believes it is capable of meeting the EPA requirements may submit technical documentation to establish the potential of complying with the statement of work requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination by the Government not to compete with this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 541990.
