Description
The Bureau of Reclamation, Upper Colorado Region, is requesting Standard Forms 254 and 255's from qualified Architect-Engineer firms for providing hydrographic data collection, geomorphic, hydraulic, hydrologic, and groundwater studies, as well as the analysis associated with the data collected in the above tasks. Additional assignments include engineering design planning and consulting services. Services required for hydrographic data collection include but are not limited to soundings, cross section surveys, stream gaging, and the installation and operation of stream gages on rivers, streams, and lakes including but not limited to the Pecos, Colorado, Yampa, and Green rivers, Rio Grande, and Elephant Butte Reservoir. In addition, sampling of suspended sediment, bed materials, and soil will be required as part of the hydrographic data collection. Water quality data may be collected and analyzed in the field including, but not limited to, dissolved oxygen, temperature, conductivity, pH, and turbidity. Hydraulic, hydrologic, and groundwater studies may include modeling and therefore the collection of data necessary to complete such a task. Analysis shall also include but is not limited to geomorphic analysis and studies, backwater calculations, Manning's n calibrations, sediment load calculations, sediment transport calculations, and the testing of material and soil samples. Other specific items required include sediment transport modeling, seepage studies, and reservoir re-surveys. Professional and technical office work shall include the tabulation and reduction of data, cross section data entry, and the analysis mentioned above. Professional engineering services include planning and design of structural and non-structural river features such as revetments, groins, bank stabilization structures (i.e., Kellner jetties), fish passage and control structures, riverine and terrestrial habitat improvement features, restoration activities, wetland design and monitoring. Sites requiring hydrographic data collection, analysis and design services are located within the Upper Colorado region. The majority of the work is expected to be performed within the entire state of New Mexico, the state of Utah, areas of southern Colorado, and areas in southwest Texas specifically in and around El Paso. Difficult field conditions such as deep and/or fast moving water, dense brush, soft and/or wet ground, and other obstacles may be present at the various sites covered under this contract. The Consultant will be expected to make a reasonable attempt to notify affected landowners before conducting fieldwork on private property. Specific requirements for services required will be stated in individual delivery orders and task lists. The services, tests, reports, and documents performed or prepared by the Contractor shall be complete and shall follow engineering and scientific principles, practices and procedures while adhering to Reclamation standards and guidelines. Occasionally a job may be stopped before completion of the assignment and resumed at a later date based on priorities determined by the Contracting Officer. Except where noted in the solicitation, the contractor shall provide all necessary labor, equipment, and materials required for collection and reporting. Standard Forms 254 and 255 will be accepted at the above address through September 11, 2001. Firms submitting SF-254 and SF-255 will be evaluated in accordance with Federal Acquisition Regulation 36.602-1 for Architect-Engineer services; (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project, provided that the application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project, and, (6) Acceptability under other appropriate evaluation criteria including computer aided design capability, adequacy of facilities and equipment, volume of present workload, experience and qualifications of personnel, and availability of contract personnel. Standard Forms 254 and 255 are due by 2:00 p.m. on September 11, 2001. This is not a request for proposals. There is no site visit scheduled. Work is under NAICS Code 541330. This is not a Small Business Set Aside. No solicitation is available.
